MANDATE
The Human Resource Management Office shall have the duty to ensure that all personnel actions, issues and concerns related to human resources and development in the Local Unit Government of Tiwi shall be in accordance to the Civil Service law, rules and regulations, and other pertinent issuances and to provide human resource development programs taking into within consideration the priority needs, service and requirements and financial capacity of the local government unit.

Professionalizing all personnel the organization and to make them pro-active personnel who are continuously looking for ways and means to improve the quality of public service.
MISSION
The Human Resource Management Office develops and implements sound human resource management systems and standards anchored on an organizational structure and staffing pattern that is based on service requirements, genuine priority needs and financial capability of the Local Government of Unit of Tiwi as an organization with the end goal of realizing organizational changes and increased capability.
